I can run and us Windows 10 pretty well after I upgraded the HDD to an SSD and shut off the most of the built in Microsoft spyware (damn Microsoft store always updating apps that don't need to be updated, Windows Update, Search Indexing pointlessly eating up CPU). I have a HP Pavilion 6833us laptop from 2008 that I use to just watch shows and movies in my kitchen when I am eating. The old Core 2 Quad machine that I have has a GTX 1050 Ti (overkill for that CPU) so it is working fine. So the choppiness will disappear if you find some spare old dedicated ATI/AMD or NVIDIA GPU.

I have a similar problem on that computer and the reason is most of the Intel GMA GPUs are not supported anymore and drivers for Windows 10 and above does not support OpenGL 2.0 so sometimes it looks like that the GPU works just like video output and all the work is doing the CPU like software rendering and that may also cause a high CPU usage. I have another laptop that has Atom N550, 2GB RAM and GMA 3150 GPU. Maybe I know what may cause the chopping problem.

I have also machine with Core 2 Quad Q9550 and 8GB RAM with HDD and Windows 11 runs fine.

Sometimes it is hard to find working drivers because Windows 11 is 64 bit only but GMA 3100 supports both 32 and 64 bit so it should work somehow. I have like 10 spare drivers for this GPU to find compatible one for every system and also 32 bit and 64 bit version of course. And windows 10 applications like settings were flashing. When I installed newer version of windows, I think it was 20H2 (so the same) taskbar was completely transparent, only icons and time was visible but with white background it was invisible. Problems with visuals on X2300? Don't tell me.
